North Hamilton Crossing (NHX)

The City of Hamilton and surrounding areas of Butler County have been experiencing a resurgence of economic growth and redevelopment. While these changes have had a positive impact on jobs and progress, they have also added strain on local roadways and travel routes.

The BCTID and the City of Hamilton have already completed multiple transportation improvements throughout the city and nearby areas to reduce congestion and improve travel safety. Now, we are working in coordination with the Ohio Department of Transportation (ODOT) to plan the next effort: the North Hamilton Crossing (NHX).

NHX Project Goals 
The North Hamilton Crossing project has been in the Butler County Thoroughfare plan since 2007 and is a priority in the city’s Plan Hamilton. Goals include:
• Improve mobility and reduce congestion
• Improve the safety of those traveling by car, bike, on foot, or other means
• Improve connections between the east and west sides of Hamilton
• Make travel across the Great Miami River easier
• Explore opportunities to improve and expand sidewalks and bike paths and improve public transportation options
• Support growth and redevelopment

NHX Project Location
The NHX study area extends between NW Washington Blvd. and North B St. on the west side of the Great Miami River, and US 127 (North 3rd St.), SR 4 (Erie Blvd.), and SR 129 at Hampshire Dr. on the east side, all north of SR 129/High St. Possible route alternatives are located within this area.
 

Timing

The NHX project is currently in the early planning stages and a route for the project is not yet known. The project development process will take several years to complete. At that time, it’s expected that construction will be completed in phases due to the scale of the project:

·        Phase 1 will extend Northwest Washington Blvd. over the Great Miami River to intersect with State Route 127

·        Phase 2 will cross over the railroad and continue on to intersect with State Route 4

·        Phase 3 will then proceed to a connection with State Route 129

Construction timing for each phase will depend on when funding is secured. As such, construction may not occur in the order listed above.

Millikin Road Interchange

Liberty Township, the Butler County Transportation Improvement District, the Ohio Department of Transportation (ODOT) and other local stakeholders are in phase two of studying a new interchange at I-75 and Millikin Road. Currently, the project team is evaluating the traffic, environmental, and property impacts of a proposed interchange to accommodate projected travel needs, as well as potential development.

The proposed Millikin Road Interchange would open more than 700 acres in Liberty Township for commercial development along the I-75 corridor where Millikin Road crosses the expressway. The new interchange is a critical strategy to support the community's growth and encourage economic development, as identified in Liberty Township’s 2013 Comprehensive Vision Plan. The goal is to alleviate traffic congestion as the community grows, improve safety, support development, increase job opportunities, and diversify the community's tax base.

Based on traffic studies conducted, the majority of intersections within the study are projected to be severely congested by the year 2044. Transportation improvements to address these congestion issues are needed in order to accommodate the projected travel demand and improve mobility and access to support planned economic development in and around Liberty Township.

Symmes Road Rail Crossing Elimination


The City of Fairfield has been awarded $3 million to improve rail crossings at Symmes Road and North Gilmore Road.


The Federal Rail Administration (FRA) announced over $570 M for 63 projects in 32 states under the Fiscal Year 2022 Railroad Crossing Elimination Program. The City of Fairfield project is one of two in Ohio. United States Secretary of Transportation, Pete Buttigieg, had the following to say on the awards: “Given the scale of need and decades of underinvestment in America’s space, we won’t be able to reach every single crossing in the country or fix every issue, but this is a big, big piece of good news and it represents a great start.”


This project will support planning and project development activities at two adjacent crossings on CSX's Terminal Subdivision in Fairfield, OH: Symmes Road and North Gilmore Road. This project would complete development work for a proposed grade separation at the Symmes Road crossing and perform a feasibility study on the North Gilmore Road crossing for potential closure. Both crossings are skewed upon approach, limiting visibility for drivers, and average more than 40 trains a day. The Butler County Transportation Improvement District and the City of Fairfield will contribute a 20 percent non-Federal match. $240,000 of this project funding amount qualifies for the statutory set-aside for Planning projects.
